Dr. Francis Kangure studied Human Resource Management at Jomo Kenyatta University of Agriculture & Technology in Kenya and graduated with a Doctor of Philosophy (PhD) degree. He also holds a Master of Business Administration (MBA) in Human Resource Management and a Bachelor of Arts in Economics & Education Management, both from Egerton University in Kenya. In addition, he holds a Higher Diploma in Human Resource Management from the College of Human Resource Management in Kenya and an Executive Diploma in Industrial Relations from the United States International University in Kenya.

After graduating, Dr. Francis Kangure began his professional career as Senior Human Resources & Administration Officer at Kenya Power & Lighting Co. Ltd., where he managed human resources first in the offices of a sub-region and then for five field offices with approx. 300 employees. His responsibilities included personnel and organisational development, talent acquisition and management, as well as the development of cross-departmental employee relations and corporate culture.

With increasing success, he became Principal Industrial Relations Officer, managing human resources and labour relations strategies for approx. 7,500 unionised employees. Another career step was his position as leading Senior HR Manager, where he was responsible for the entire HR management of approx. 10,000 employees nationwide.

He found a new challenge as Director/Institutional Performance Improvement for Africa at RTI International, where he initially led digital transformation, policy development and capacity building across Africa. He then took another step forward as Senior Director/Cross-Cutting Units for Africa, managing an 89 million US dollar programme in 10 countries in East and Central Africa with the aim of improving access to energy for 11 million people.

Dr. Francis Kangure has completed a wide range of high-quality qualifications and further training courses and is, for example, a Certified Human Resource Professional (CHRP-K), Senior Certified Professional (SHRM-SCP), Certified Executive Career Coach and Trainer of Trainers in Corporate Governance (IFC & IoD). He is also a graduate of the Advanced Leadership Program at Harvard Business School/USA and a certified Executive Coach from the Academy of Executive Coaching (AoEC/UK).

He is a board member of Parklands Sports Club and Terre des Hommes (TDH), also a member of the Human Resource Committee at Laikipia University and a former board member of the Laikipia University Council.

He is known for his research and publications on sustainable human resource development, green jobs and human resource management, and has contributed to global HR conferences and industry forums. He is a transformative leader with in-depth knowledge of gender equality, social inclusion as well as promoting a high-performing corporate culture.

  • Senior Director/Cross-Cutting Units of Africa at RTI International, headquartered in the USA with approx. 6,000 employees:
    • Led an 89 million $ programme in 10 countries in East and Central Africa with the aim of improving access to energy for 11 million people.
    • Mobilised and collaborated with donors, academia, industry, ministries, governments and other partners.
    • Operational, financial and human resources management, as well as ensuring compliance with donor requirements and governance.
    • Founded and managed the Burundi Centre of Excellence for Green Energy Jobs.
    • Led the Somalia Energy Sector Donor Coordination Group.
    • Developed and implemented gender equality and social inclusion (GESI) strategies, which resulted in, e.g., an increase of approx. 15% in the proportion of women in the energy sector.
    • Moderated forums with government and private stakeholders, organised industry conferences, gave guest lectures at Duke University and North Carolina State University in the USA, and made presentations at global forums such as the Global Youth Economic Opportunity Summit (USA).

    • Conducting training courses for more than 4,000 participants in 6 countries.
    • Introduction of the USAID-HICD model (Human & Institutional Capacity Development) in Kenya, improving the performance of 6 companies in the energy sector.
    • Conducting capacity assessments for 24 East African utilities.
    • Chair of the Working Parents Resource Group for the Africa region.
  • Leading Senior HR Manager at Kenya Power & Lighting Co. Ltd. in Nairobi/Kenya:
    • HR Manager responsible for approx. 10,000 employees nationwide.
    • Automated provision of HR services (SAP), reducing processing times by up to 50%.
