Torsten Matzak holds a Diploma in Public Administration from the Bavarian University of Applied Sciences for Public Administration in Hof by the river Saale/Germany, and a Master of Arts in Political Science, with Law and History as minor subjects, from the Ludwig Maximilian University of Munich, Germany.
After completing his studies, he began his professional career in the City of Munich’s administration, where he held various operational and project-related roles in the Legal and Internal Affairs Department, the Social Affairs Department and the Mayor’s Board. In these positions, he gained practical experience in dealing with complex administrative processes, legal frameworks and large public budgets. He subsequently took on strategic and managerial responsibilities at it@M, the City of Munich’s IT service provider, where he played a key role in establishing and structuring a project management office, as well as in implementing city-wide project governance and change management structures.
Building on this foundation, he transitioned to national and international consultancy, advising public authorities, federal institutions and government organisations in the areas of organisational strategy, operating models, digitalisation and process optimisation. His professional career includes management consultancy roles at Centracon AG, PricewaterhouseCoopers (PwC) and Deloitte Consulting. Across Europe, Africa and the Middle East, he has successfully led and managed highly complex transformation programmes, nationwide digital rollouts, organisational restructuring and governance reforms – often in politically sensitive and highly regulated environments.
Furthermore, Torsten Matzak holds certifications as a PRINCE2 Practitioner, Scrum Product Owner, Change Manager and Six Sigma Green Belt, as well as a certification in Objectives & Key Results (OKR). These qualifications complement his extensive practical experience in both traditional and agile transformation environments.
