J. Aloysius Tarlue, Jr. holds a Bachelor of Arts (BA) in History & Political Science from King University in Tennessee/USA, as well as a Master of Public Administration (MPA) in Public Policy from Kean University in New Jersey/USA.

With over 20 years of professional experience, he is now a leading Consultant, Senior Executive, former Central Bank Governor and a key figure in establishing new, successful institutions operating internationally and globally. He possesses a rare combination of experience in global financial markets, leadership experience at both government and private-sector levels, as well as extensive knowledge of regional integration and multilateral business development.

He began his professional career in New York City, where he worked in the areas of regulation, risk and compliance at leading global financial institutions such as J.P. Morgan, BNY Mellon, Deutsche Bank, Merrill Lynch and HSBC. His responsibilities included enterprise risk management, anti-money laundering and counter-terrorist financing (AML/CFT), regulatory readiness, as well as governance within complex cross-border financial systems.

J. Aloysius Tarlue, Jr. returned to Liberia as the first Chairman of the Liberia Electricity Regulatory Commission (LERC) to establish the country’s first independent electricity regulatory authority, set up effective management structures and operational systems, introduce ESG-compliant regulatory standards to attract sustainable infrastructure investment, as well as develop the company into an institution that is credible to all stakeholders and investor-friendly.

He subsequently served as Executive Governor and Chairman of the Board of Governors of the Central Bank of Liberia, steering the country’s monetary and fiscal policy through the COVID-19 pandemic, a period of global economic turbulences. As the head of the Liberian central banking system, he integrated Liberia into the Pan-African Payment & Settlement System (PAPSS), oversaw a historic currency changeover with new banknotes and coins, and ensured the implementation of reforms within the framework of ECOWAS (Economic Community of West African States). Among other roles, he also served as Chairman of the ECOWAS Committee of Central Bank Governors, a Governing Council Member of the PAPSS Board of Directors, a Member of the Association of African Central Banks (AACB) and Deputy/Alternate Governor of the International Monetary Fund (IMF) in Liberia.

Today, he advises governments, regulatory authorities and institutions on the design and implementation of programmes in the areas of corporate governance, compliance and regional integration that are credible to the markets, meet international standards and remain effective even under political and institutional constraints. He is a specialist with intercultural competence who operates adeptly at the interface between the public sector, private capital and international financial standards, thereby developing and implementing results-oriented solutions for his clients.

    • Leading convergence in monetary integration & payment system reforms in West Africa.
    • Supporting the introduction of a real-time gross settlement system within the framework of the AfCFTA (African Continental Free Trade Area: a landmark agreement establishing the world’s largest free trade area by connecting 55 African Union nations into a single market).
    • Promoting financial stability & regulatory harmonisation.
    • Utilising regional & multilateral networks to develop systems that bring together private, public & multilateral interests.
  • Experience in the global financial services sector gained through expert & executive roles at J.P. Morgan, BNY Mellon, Deutsche Bank, Merrill Lynch and HSBC; in compliance & risk functions, e.g. as Senior Risk Officer, Compliance Officer, Quality Assurance Officer and Compliance Analyst; responsible in particular for:
